Development of Telemedicine Technology
Objective To link three premier tertiary level hospitals of North India namely:-

Teleradiology, Telecardiology and Telepathology The project "Development of Telemedicine Technology" (sponsored by Ministry of Communications and Information Technology, Government of India) was launched in April 1999. One of the two implementing agencies is Centre for Development of Advanced Computing (formerly Centre for Electronics Design and Technology of India) at Mohali. The centre at Mohali has developed an integrated Telemedicine solution ("Sanjeevani") with following features:-
1. A comprehensive electronic Medical Record.
2. Patient's personal and family history.
3. General clinical information with physiological parameters etc.
4. Investigations / clinical reports : Bio-chemistry, Hematology, Stool & Urine.
5. Data and images comprising of separate sections for displaying the images from the following modalities:
X-Ray machine - Ultrasound Scanner - CT - MRI - Nuclear Medicine
6. A link for initiating Videoconferencing simultaneously during the transfer of clinical data.
7. Optional packet selection/formation for sending the clinical data to the other end (for second opinion).
8. Facility for chat among the two doctors using the telemedicine link.
9. Consultation from other end to the back to the referral doctor.
10. A flat bed document scanner was initially being used to digitise the celluloid films.

Telecardiology - Sanjeevani supports recording and appending a 12 lead-electrocardiogram with the EPR.

Telepathology - A video-microscopy system works with/through Sanjeevani.

Teleradiology - A medical film

Features 1. EPR - A comprehensive Electronic Patient Record with demographics such as Name, Age, Sex, Address etc. The database of a patient stores the physiological parameters like BP, Heart rate, Temperature. It stores, Family History, Personal history of the patient. The Patient records can be sorted w.r.t. the patient ID, name, sex and date.
2. Clinical Reports - Sanjeevani supports the transmission of the pathological reports like Urine, Stool, Haematology and Biochemistry.
3. Medical Images - Digitised films/outputs from imaging modalities like X-Ray machine, Ultrasound scanner, CT Scan, MRI, Gamma Camera can be displayed, archived and retrieved in jpg, and DICOM formats. Upto 192 (48 x 4) images from a particular imaging modality can be stored with each patient record. For quick access/differentiation the archival of the images (jpg and dcm) has been uniquely denoted by their thumbnails and the image name. Besides Teleradiology, Sanjeevani supports the display, archival and retrieval of Pathological images (imported from any equipment based on TWAIN).
4. Image Enhancer - The non-DICOM digitized images can be viewed and enhanced by the user for their brightness, contrast, zoom, region of interest annotation etc, to enhance the images captured or received from the far end.
5. DICOM compliance - Sanjeevani supports DICOM compliant. The application strengthens the DICOM viewer by way of giving the user the features of Zoom, measurement, brightness control etc.
6. Scanner/Digital camera interface - Sanjeevani offers, an interface for standard TWAIN sources like Scanners, Digital camera (Video/still). The module enables direct capture of images from scanners and cameras supporting TWAIN. Output from analog X-ray machines, non-DICOM sources such as CT, MRI and Ultrasound Scanners on celluloid films can be captured/digitized using the enhancer
7. ECG - Sanjeevani can capture, display and store 12-lead ECG for patients.
8. Peripherals - The medical peripherals like Electronic Stethoscope, Spirometer, Ophthalmoscope can be integrated into the application.
9. Communications - Sanjeevani has been lab tested on LAN (10/100 Mbps), POTS (Plain Old Telephone System) and ISDN (Integrated Services Digital network) 128 Kbps. 10. Video Conferencing - Sanjeevani supports Video conferencing. Sanjeevani also supports standard MS Netmeeting.
11. Security - Sanjeevani host at the remote end authenticates and verifies whether a connection is authorized to connect to the host Sanjeevani site.
12. Management Console - Sanjeevani's configuration is a single point of entry where the full range of system parameters can be viewed, adjusted and applied to the local Sanjeevani console. It simply organizes all the existing attributes into one place to ease the configuration and administration of Sanjeevani. All the subscribers of Sanjeevani belong to the group "users". Sanjeevani users are refrained from changing the basic system and security configuration. Sanjeevani can also be inyterfaced with the existing RIS (Radiology Information System) and HIS (Hospital Information System).
